I have the honour to enclose
a despatch from the Viceroy applying for the rendition of the 40 men
in question referred to in your despatch No. 2001 of the 30th ult. At an interview I had with His Excellency a short time having ago he informed me that having consulted his legal adviser he had come to the conclusion that the expense of taking proceedings to secure their rendition similar to those that had been required on previous occasions would be too great, and the trouble of collecting witnesses a
